Plot summary
In Los Angeles, Steven Hardin sits on the bench and believes the courts should punish the guilty. When three cases collapse on legal technicalities, he must release the accused, including Lawrence Monk and Arthur Cooms, two men charged with raping and killing a boy named Daniel Lewin. The traffic stop that produced key evidence in that case was unlawful, so the evidence cannot be used. Daniel's father, Dr. Harold Lewin, tries to shoot the two men in court but hits a police officer and is arrested. Troubled, Hardin visits Judge Benjamin Caulfield. Caulfield tells him that a secret group of judges identifies criminals who escape justice and has them killed by an assassin. A seat in the group is vacant, and Caulfield asks Hardin to join.
