Plot summary
Chris Cody broke a pile of laws stopping a terrorist strike on American soil, and he sits in a military prison for it. At the U.S. embassy in Montevideo, agents turn on the ambassador during a briefing about a terrorist base, killing her and then themselves. In Washington, the analyst Dr. Chappell concludes that a mind control device was used. A Delta Force team sent to Uruguay is captured and taken to the base, where Dr. Adrian Lehder, who runs a secret CIA mind control experiment, programs soldiers into killers who obey commands. The Navy offers Cody and his crew their freedom, cleared records and $100,000 each to destroy the facility and bring Lehder down, and assigns Chappell and special agent Fletcher to go along.

Did you know?!Facts and trivia about Submerged (2005)
Can contain spoilers, watch the movie first.
- According to director Anthony Hickox, Steven Seagal liked the script, but three weeks before shooting was to start he called and said the movie should not be on a submarine, that he wanted an opera scene, and that he did not like aliens or monsters.
- The director said the film ended up as it did because they had no clue what they were doing and no script: the whole mind control idea in the finished film was made up in the last week before shooting.
- Submerged started life as a full-on horror and science fiction picture, storyboarded with designs for little crab-like insect creatures that could go down the drains of the submarine so nobody would know when they were coming.
- The Uruguayan government condemned the film for the "use of our country's name, as well as the national flag, associating them with terrorist actions", and said it was considering legal action in response.
