Plot summary
Kai Ashimoto is a ninth grader in the town of Hinashi, where he lives with his father and his grandfather, who makes umbrellas. He is lonely and pessimistic, and he spends his days uploading the songs he writes. Kunio and Yūho, his friends, started a band called SEIRÈN, and Kai plays keyboards for it. Exploring Merfolk Island, he comes across Lu, a ningyo whose fish fin turns into a pair of human legs when she hears a beat. The two become friends, and Kai shows Lu around the town, then introduces her to Kunio and Yūho. Sunlight would make Lu burst into flames, and she has a father; her mother died when a ship struck her. People in Hinashi have long held that mermaids bring disaster.

- Director Masaaki Yuasa admitted that Lu Over the Wall shares plot elements and the visual subject of water with Hayao Miyazaki's Ponyo, and that this only occurred to him late in production. He traces it to Miyazaki and Isao Takahata's Panda! Go, Panda!: Rainy-day Circus, which Miyazaki reused elements of in Ponyo.
- The film was animated in a hybrid way: key frames were drawn on paper, but instead of the traditional clean-up and inbetweening still used in most Japanese animation at the time, those rough key frames were traced and inbetweened in Adobe Flash.
- Lu Over the Wall is the second film from the animation studio Science Saru, but it was the first one the studio produced.
