Freedom Strikes a Blow (1973) on Netflix

Plot summary

A small village depends on the traffic that reaches its pier, and that trade gives the pier's owner great power over the men who work for him. One of those men is a newcomer, a martial artist who has turned his back on fighting and sworn never to take it up again. He keeps to the docks and to his promise while the owner mistreats the workers. Then a gangster even crueler than the owner seizes control of the pier. The gangster relies on a muscle-bound henchman who injures or kills anyone who opposes them. The newcomer's promise is put to the test as the violence around him grows.
