Plot summary

Kevin Lennihan makes his living as a con artist. A jewel robbery he had no part in gets pinned on him, so he comes before a judge, where he claims insanity in the hope of getting off the hook. The court orders a mental examination at a hospital on Governor's Island, and he is taken there. That night a storm breaks over the area, the power fails, and the building floods. In the confusion, the staff mistake Kevin for a doctor named Eddie Slattery, and he finds himself in charge of the hospital, trying to keep some order in his unorthodox way.
