Plot summary
In the fall of 1963, the police begin a nationwide crackdown on the yakuza while the country readies for the 1964 Olympic Games. In Hiroshima, Shozo Hirono, Noburo Uchimoto and Shinichi Iwai are allied against the Yamamori Family and the Shinwa Group, and they recruit two more bosses, Hidemitsu Kawada and Tomoji Okajima. When men of the Makihara Family kill one of Hirono's officers, Hirono vows to avenge him himself, while his advisor Kenichi Okubo and others urge him not to. Akira Takeda threatens Okubo to keep Hirono in Kure. The police squeeze the gangs' rackets and keep a constant watch on Hirono's office, since he is still out on parole.

- During research for the fourth film, screenwriter Kazuo Kasahara found that ex-bosses Minō and Takeshi Hattori, second president of the Kyosei-kai, would talk about their successful predecessors but not the young gangsters who were killed or committed the murders; the police also refused him information.
- Due to the first film's success, Toei demanded screenwriter Kazuo Kasahara write about the Hiroshima yakuza war and split it into two films; he had avoided that story for the first two installments, daunted by the names and wary of writing about the Yamaguchi-gumi because of agreements with people involved.
- After a year on the series, Kazuo Kasahara lost sight of what he was doing while Toei pressed him to hurry, keep to the budget and be more entertaining; he said reading poet Sumita Oyama's essay collection "Human Adoration" was the only thing that kept him sane. The screenplay took 73 days to write.
