Shot during a drug bust by Ronny "Del" Delany, his own corrupt partner, Seattle officer Cliff Garrett is declared dead and then revived, his survival hidden and a new identity arranged by his supervisor Chambers. Three years on he lives as the hitman Danny Grogan, working inside the organization of mob boss Marco Luganni. The plan is to bring Luganni and his rival, the French Canadian boss André LaCombe, into an alliance and take both down together. Iranian drug dealers pushing into the same territory upset that arrangement, and Grogan plays the factions against one another.
