Plot summary
The story opens in 2002, three years on from the earlier film. Noa Izumi and Asuma Shinohara now put new Labors through their paces at a facility the Metropolitan Police runs, while Isao Ota has moved to the police academy as an instructor. Mikiyasu Shinshi heads General Affairs for the Tokyo Metropolitan Police, Seitaro Sakaki has retired, and Shigeo Shiba leads the labor maintenance team alongside Hiromi Yamazaki. Kiichi Goto and Shinobu Nagumo have stayed with the unit, its ranks filled out by fresh pilots. A missile brings down the Yokohama Bay Bridge, and suspicion falls on the Japan Air Self-Defense Force. With civilian authorities and the military at odds, the unit is pulled into the quarrel.

- Patlabor 2 was first planned around the plot of the OVA episode "The SV2's Longest Day", in which renegade JGSDF soldiers conspire to overthrow the Japanese government, until Mamoru Oshii told writer Kazunori Ito that terrorists causing havoc under the cover of a coup would make a better film.
- Kazunori Ito held brainstorming sessions with the other members of HEADGEAR, but after deciding he could not use most of their suggestions he ended the consultation and isolated himself from the group to write the script alone, with Mamoru Oshii working on the storyboard.
- The amateur footage of the Yokohama Bay Bridge attack shown on an SSN broadcast carries the time 2:26, a reference to the February 26 Incident, when Kōdō-ha fanatics of the Imperial Japanese Army tried to occupy central Tokyo in a coup attempt.
