Plot summary
Howard W. Campbell Jr. writes German-language stage plays and has built a life in Germany, where his family moved after World War I. With another war coming, Frank Wirtanen of the United States Department of War asks him to serve as an American spy. Campbell rises through Joseph Goebbels' Propaganda Ministry and becomes the English-language voice of Nazi broadcasts aimed at American listeners. Each pause and cough in his delivery carries a code that Allied intelligence can read. The American government keeps his wartime role secret, since revealing it would expose techniques it may need again, and Campbell lives in New York City under an assumed identity.
