Plot summary
Tom Willoman, the vice principal of Geraldine Ferraro Elementary, has spent his life as a screwup with no self-confidence. His school is one of the worst in the state, with low test results, teachers who drink on the job, and principal Harper Billings, who extorts money from parents. The school inspector is Rebecca Seabrook, a former classmate of Tom's, and he recruits her. He wants the teachers and pupils on his side against the principal, before the board decides the school's fate.
