Plot summary
Patrol cars answer a stream of calls across Kansas City, and the officers inside handle far more than arrests. They are asked to keep order and to provide general social services to the people they meet, and their duties include bringing a lost child to the station, responding to domestic incidents and dealing with an armed robbery. The department is largely white, and the encounters between officers and residents carry the racial tensions of the city. Officers are heard complaining to one another as they work. How each incident plays out depends on their training, on what the public expects of them, on the situation of the person involved and on the officers' own judgment.

- Frederick Wiseman began Law and Order a few weeks after the 1968 Democratic Convention in Chicago, intending it as "a chance to do in the pigs," but after two days riding around in police cars he decided his little stereotype was far from the truth.
- Before Law and Order was broadcast by NET's Public Broadcast Laboratory, network president John F. White overruled PBL executives and ordered obscenities cut from the audio track; the order split PBL and NET, and Wiseman protested it.
