Plot summary
On the island of Bastøy, off the Norwegian coast, a reformatory holds boys aged eleven to eighteen under a regime of forced labor and punishment. The warden, called the Governor, strips the boys of their identity, while the housefathers who supervise the dormitories carry out most of the beatings. Erling is a new arrival, said to have killed someone, rebellious and strong willed. He is placed in dormitory C, where Bråthen is housefather and Olav is head boy. Olav has been on the island six years and expects release in three weeks, having obeyed the rules quietly throughout. Bråthen has gone nine years as housefather without a successful escape, and Olav watches as Erling refuses to submit.

- King of Devil's Island is a fictionalized retelling of a real rebellion by youths at the Bastøy Reform School in May 1915, though the film is set in winter; the Norwegian government bought Bastøy Island in the Oslo fjord in 1898 for 95,000 kroner and the reformatory opened in 1900.
