Plot summary
Joe controls a criminal gang of teenagers and young adults, most of them female. As a dealer and pusher, he introduces them to marijuana and then to harder substances like heroin. Once dependent, the young people need a steady supply they cannot afford. To pay for it, they carry out robberies, steal cars, and turn to prostitution for Joe. The arrangement traps them in a cycle that keeps them returning for more drugs and more crimes. Joe has instructed them to avoid violence during their offenses, yet their judgment is clouded by their focus on getting money and the drugs it buys.
