Plot summary
In 2001, every government institution has been privatized, including the prisons. Ricky Ho, a young martial artist with superhuman strength and toughness, is sent to one of them to serve ten years for manslaughter and assault. The crime boss he killed was the man responsible for his girlfriend's death. The prison's blocks are divided by the cardinal directions, and each wing is ruled by a member of the Four Heavenly Kings, a gang of inmates backed by a corrupt, one-eyed Assistant Warden. Ricky is put in the North wing.

- Riki-Oh got a Category III rating, barring viewers under 18, and was one of the first Hong Kong films given that rating for non-erotic content; the rating greatly hurt its box office earnings.
