Plot summary
Yong-gu has a developmental disability, and his six-year-old daughter Ye-sung is always with him. The two stop in front of a store window to admire a Sailor Moon backpack, and Yong-gu promises to buy it when he is paid. The police commissioner's daughter gets to it first; when Yong-gu rushes in to grab it, the commissioner assaults him and throws him out of the store. The next day, the commissioner's daughter spots Yong-gu in the market and tries to show him a shop selling the same backpack, but she slips on the icy pavement and a brick falls on her head. A female bystander misreads Yong-gu's attempts at CPR, and he is arrested for rape and murder. He is sent to a prison cell called Room 7, shared with five other inmates.

- 32 days after release, Miracle in Cell No. 7 became only the eighth film in Korean cinema history to pass 10 million tickets, and despite a modest budget and a break-even point of 1.7 million admissions it made the highest profit of any film that reached that mark.
